Is there a way to restrict editing of a program? We do not want our operators (mistakenly or otherwise) editing our programs. I see the 'lock' icon, but do not see any controls on it or any other way to perhaps disable it or remove it from the window. thank you

The lock is just there to reduce the chance of accidental edits. For example somebody leaning or dropping something on the keyboard.
Somebody clicking that lock is not accidentally editing. They are intending to edit. You need to tell your operators not to edit programs and follow up with a stick if necessary.
